Despite its disappointing edge-of-town location, this Council Headquarters is of the highest standard. Its civic and urban ambitions begin at the elegant public space created to its front. The deep plan chosen is efficient and carefully handled, with a high quality building envelope, responsively detailed. The ground floor main street typology is lifted to a new level of civic grandeur through proportion; the rhythmic balance of solid and void and the power of the materials chosen.
