Phase I of a 1,200 student Regional Technical College (RTC) comprising three storeys of teaching spaces and laboratories flanking a central spinal 'street' with vertical circulation by three glazed staircases overlooking landscaped courtyards.

The main entrance and concourse, with administration library and dining facilities adjoining, are situated at the southern end, the latter being a glazed two storey volume space.
